    BSOD flashes after windows logo

laptop boots to windows logo, flashes bsod, then loops back and attempts to restart. i disabled restart to see the code. only thing on the blue screen is; stop: c0000135 The program can't start because %hs is missing from your computer. Try reinstalling the program.' cannot boot to safe mode. can boot with knoppix and windows 7 repair cd. start up repair does nothing. prefer not to reinstall unless needed. the farbar scan tool shows the LPK.dll is missing from this computer. other items in the scan results seem okay. i will double check. how to replace the lpk.dll file while cannot boot the pc? please advise
