If this isn't causing you any problems then I'd leave it. I'll tell you why.
The risk in having a partition preceding C in Disk Mgmt is only if it is Primary. If so it can derail the System boot files onto itself during a Reinstall or Repair. This is why we have all other drives unplugged during reinstall and repair but many don't do this and then we find later they have the System flag on a preceding partition on another HD which is undesireable.
You have no such risk so if performance is now fine you can leave it as it is. Of course you'd want to research which port is fastest if an SSD is involved or added.
Finally, I notice you were advised to reinstall. If you have any less than instant performance with never any hangs (our standard) then I would look over the steps involved to do a perfect Clean Reinstall - Factory OEM Windows 7 which compiles everything that's worked best in tens of thousands of installs we've helped with here since beta and works equally well for retail installs. Even if you don't reinstall, the tools, optimizations and methods given will likely improve performance.
