    I see it like this:

You had good working computer. You did Windows Update. Broken computer.
I think we need to have a lawsuit against Microsoft for damaging our computers!

I use win 7 on my pc and love it, never an issue. Please stop trolling. Why are you even signed up here if you have a hate passion for windows 7?????

Update: installed vista 64, no LAN cable hooked up. Let sit for 20 mins, locked up. I had to literally disconnect everything inside to get it to bootup, but still locking up.

I dont quite understand how unplugging things, and then re plugging them in, gets this machine to bootup?

    whats causing these lockups?

I think it's safe to say that something at the hardware level is broken. As you said, the fact that a different PSU changed the behaviour, at least temporarily, is very telling. The fact that it (sometimes?) won't even show video during the POST cannot be caused by software.

As a suggestion, don't attempt to boot to Windows at all, but instead stay in the BIOS configuration menu for extended periods of time. Use that as a gauge of whether any changes you make have improved matters.

While the machine keeps on freezing in the BIOS menu, it's absolutely borked at a hardware level.
