Maybe a very bad power supply. The +12V should be between 11.4V and 12.6, no more or less.

The voltage that I report is from Sandro Software. I'm not sure anymore that it is the 12v that is reported on the chart. I physically test the voltage on my PC power plug and the 12v was ok
