I've seen various posts and threads about this (and similar) BSODs experienced at Windows Startup with messages identifying a Catalyst driver being used with ATI cards. Often these startup errors are inconsistent.

So, let me share what solved this issue for me, keeping in mind that ymmv based on your hardware and experimentation.

My errors began after a system rebuild when I changed my video card. I found that for some reason, the latest Catalyst driver didn't function properly so I dropped back to an earlier version The Catalyst version I'm using is 13.9 but I don't believe that's relevant

I paid close attention to the startup process, including the timing of CPU, power and case fans and I noticed this: My machine was still POSTing while my power supply was going through an initialization process. So here's my fix, and it worked for me.

During POST I hit my Delete key (yours may be different) to go into my Award BIOS menu section. Watching the HD indicator light and listening to the fans I noticed my power supply was still "catching up".

For my hardware I found it best to wait in the BIOS menu section for 15 to 20 seconds. Then I restart without completely shutting it down. Sometimes it helped to look around at my BIOS sub-options without changing any but I can't imagine why this would help.

I have found that for my hardware this sequence nearly eliminated my number of BSOD events related to my video driver at startup. Additionally I noticed that the number of programs loading at startup caused a slight delay in the "refresh" of my desktop icons once at the desktop. So again, patience! I found that waiting for the video driver to finish refreshing those icons to eliminate the few remaining BSOD events for me

While I don't expect this will fix everyone's startup BSOD of this type, I hope it helps some of you.
