You will have to use a repair to go back to the last good know configuration. You need to boot into the Advanced Boot Menu by pressing F8 before the PC boots into windows. It's not possible for Driver Verifier to stop you booting into the BIOS. The BIOS is stored in a chip on your motherboard.
You should be able to boot into the Advanced Boot Menu as Windows hasn't even booted.
If it won't work at all then some hardware has failed.
