I didn't screenshot the window title, mine has "Administrator: Command Prompt" on it too, you can't tell if it's admin or not unless you see the window title (besides it defaulting to system32 for the cwd) which I didn't screenshot because it's common sense to run these utilities as admin.
    Yes you can.

    Elevated Command Prompt

I wasn't looking at the top, I was looking at the path in the cmd window.

    Admin level = C:Windows\system32

    Standard level = C:\Users\John

Common sense or not, you can clearly see it is not being run as admin.
Then how did it have proper permissions to check the file system?

Also pretty sure I mentioned that:

I don't know how it got permission, I can't replicate the same output you have in that cmd window.

You didn't have to screenshot the top of the window, the path is clearly visible in the window.

Your's does not say system32, like an admin level cmd would, it has the standard level path of C:\Users.

I even tried to get that output in the built in admin account.

I have no idea how you got that output, which is why in my first post I stated that it was interesting.

The most likely reason is the OP has the UAC turned off...
...then the cmd window will run as admin
...and it will have the path shown in the OP's screenshot.

edit: I would not read too much into the starting path.
edit2: See this post. It works for admin cmd windows too.

UNI may have something, I opened cmd by typing cmd into Run, and sfc works. I do have UAC off. Odd stuff.

I didn't think about UAC being off, always learning something here.

Something that I learned a long ago.

Sometimes for some reason when UAC is turned off, it will cause issues with programs not "running as administrator" even when selected to do so. It would be best to leave UAC turned on to avoid this and for better security anyway though.

At least we found the cause. :)

Turned UAC back on last night and it did absolutely nothing for me as far as fixing the problem.

Having UAC off if you're safe about it isn't a security issue. I haven't downloaded many applications onto this computer because it's a fresh install of Windows 7 Ultimate.
