Temperatures etc are not the problem here. The 700 series GPUs are resource hungry and does not work perfectly in many a systems.
Disable the OC and see how it performs with the stock hardware settings.
As I said before, I used my old GTX 470 with no problems when I did the first RMA, but I don't use it because there's a display issue where it makes the connecting monitor green. The only reason I continue to get new 760s is because I'm not spending $250+ on a new kind of card, but instead, I'm getting replacements from EVGA.
So I can say that there is a chance that your system is not being capable with a 700 series nvidia GPU.
Whatever may be said in the theory, but in practice you have seen that two different 700 series GPU could not change the situation; but a comparatively low range GPU works fine.
I think you should choose your GPU based on the fact that you have observed.
You HW log says you PSU is very bad, no voltages are near even the minimum values. Your CMOS battery on the motherboard is also run down, the VBAT figure.
Volts should be in these ranges:
Yellow = 12VDC (11.4 - 12.6)
Red = 5VDC (4.75 - 5.25)
Orange = 3.3VDC (3.135 - 3.465)

Cool that says you PSU is OK, must be a HW Monitor glitch.
You can check in your BIOS to see what the volts read there.
