OK, wait for dusting. Let us know the situation after doing it.
Well I dusted it off using canned air and tried to play something and it crashed again in less than a minute into gaming. I'm guessing the second solution is thermal paste? If that doesn't work a new video card than?
Androshi my 2 cents worth mate if you do the thermal on the CPU and the GPU - pointless not doing both use this to clean the surfaces Arctic Silver Incorporated - ArctiClean
the use this Arctic Silver Incorporated - Arctic Silver 5
After cleaning and preparing thus surfaces put a vinyl glove on your hand or just cut off one finger and spread a thin film of compound gently on both surfaces, and then place a rice grain sized piece of compound on the CPU lid and the GPU chip and replace the cooling system - DO NOT over tighten many make the mistake of thinking tighter is better but it only need a few seconds for the compound to fill the microscopic gaps / pits in the two mating surfaces when the devices start to heat up. I do not believe in "burning in times" but the choice is personal and yours of course.

How old is your graphics card and is it still under warranty? It should be making no noise at all. Just make sure the noise is coming from your graphics card and not somewhere else. if it is, and still under warranty, I would be on the phone with technical support from the manufacturer of the card.

Well my order of thermal paste is coming soon but can't I use rubbing alcohol and a piece of cloth to clean off the old thermal paste? And I tried restarting my computer after it shutdown but it just kept frozen on one page and played the start up sound but I couldn't type or do anything since it was frozen.

I wouldn't know about if it's still under warranty cause I bought this computer on Ebay and it was refurbished so I have little knowledge about it. Also I am 100 percent positive its coming from the GPU since I recently replaced my PSU so the GPU is the only cause for loud noises

Well now my computer problem got a bit worse since after it crashes and I try to restart it the orange light turns on for about 2 seconds and switches off leaving me on the initial start screen and everything else is still working but ya..

Yes you can use anything that dissolves an oily substance as most compounds are oily based - alcohol is a water based solution but go ahead and use what you like. The stuff I referred to cleans more thoroughly and the second solution actually prepares the surfaces before the compound is applied.
You could even lap the surfaces if you wanted to go that extra mile but in all honesty the surfaces would still have microscopic marks and pits in them.
