BSOD when using applications, SYSTEM_SERVICE_EXCEPTION 0x0000003b

I've been getting this recently whenever I would use chrome or other programs. I've tried using other web browsers like firefox and IE but they would freeze and crash or cause a BSOD. This is a pretty new build so I'm not sure what is causing the problem. I've tried reinstalling video card drivers, updated the bios, and uninstalling the gigabyte app center. I've used bluescreenviewer and most of my problems have to do with ntoskrnl.exe. I don't think my video card is bad because I've used it in my previous build for 2 months with no problems. I've also ran memtest and everything passed. I've done no overclocking, just increasing fan speeds in bios. Cpu temp is usually running at 34C. The hitachi hard drive was from my old computer, I thought that might have been the problem but the Bsod continued even when I disconnected it.

Would appreciate any help. Thanks

Before enabling DV, make it sure that you have earlier System restore points made in your computer. You can check it easily by using CCleaner looking at Tools > System Restore.

If there is no points, make a System Restore Point manually before enabling DV.
