BSOD unknown reason, error c000021a. Please help

Hello guys, my computer will not startup. It crashes at the Windows startup screen with a BSOD that states:

    STOP: c000021a
    verification of a KnownDLL failed.

Sorry I don't know how to get you guys my system or dump files without being able to login windows to run the programs.

    Things I've tried:
I've tried running Startup Repair and Startup Restore, starting with last known good configuration, and safe mode. All of them do not work. I was able to run Windows Memory Diagnostic with no memory problems. I've also tried running sfc /scannow in command prompt, but comes up with an error:

"There is a system repair pending which requires reboot to complete.
Restart Windows and run sfc again."

It has the same error after a restart so I used a workaround command "sfc /scannow /offbootdir=e:\ /offwindir=e:\windows" which comes up with this message:

"Windows resource protection found corrupt files but was unable to fix some of them. Details are included in the cbs.log windir/logs/cbs/cbs.log. For example c:\windows\logs\cbs\cbs.log."

I've also tried the command "dism /online /cleanup-image /checkhealth" but comes up with

    "error: 50
dism does not support servicing windows PE with the /online option.
The dism log file can be found at X:\windows\logs\dism\dism.log."

This is not an easily solved problem for a non-tech savvy guy like myself. Any help would be greatly appreciated, thanks!

Have you tried a Startup Repair from an installation disk?

Yeah, it doesn't work. It seemingly loads the drivers, then restarts itself.

    No, unfortunately I don't :/
System Restore leads me to this message:

"System restore did not complete successfully. Your computer's system files and settings were not changed.
System Restore failed to extract the file (E:\$Recycle.bin\S-1-5-......) from the restore point.
The restore point was damaged or was deleted during the restore."
