Windows 7 Ultimate x64

My brother was the using the computer and it was lagging then he looked at task manager and the CPU was at 99% and it was on red. He turned it off then turned back on and then he got the blue screen error and now I turned it off by pressing the power button now it just show's the Gataway logo the loading icon?
