Random BSOD on new custom build / ntoskrnl.exe+72a40 0x0000009f

Hello I was hoping to get some help from you experts on what is causing the BSOD I keep getting related to a DRIVE_POWER_STATE_FAILURE. I have attached the zip file as needed.

I seem to be getting these BSODs daily now and it is always the same DRIVE_POWER_STATE_FAILURE. I haven't noticed any real common things happening each time it happens. I have gone through and tried to update several drivers to see if that would help but it doesn't seem to have.
