BSOD Steam Games & Freeze (always) on Steam error 0x124

Hi !! First time here (as many I think, so Hello again !!)
First of all, I'm French (well, excuse me for my (sadly) bad english :) ).
I've seen many BSOD marked as answered, so I'm trying here 'cause I've exhausted all my skills .

    Bug Description:
    Before wiping win 7:
BSOD and freeze time to time on WebBrowsing, log on screen, Steam Description. Always BSOD hal.dll (hal+0x12A3B)

After wiping Win 7 : - BSOD on The Witcher 3 (only game reinstalled ^^) (almost everytime same same moment, same moment). And everytime on Steam in any game description. Clicking on game, video charging 2 sec and freeze or BSOD.

Background: I have performed a new Windows 7 Ultimate x64 SP1 installation 3 days ago, and still nothing.
    What I have tried :
    - MemTest with solo memory, and with both memory
    - OCCT for GPU/CPU/Power Supply
    - Hd Tune for SSD/HDD
    - Almost all drivers up to date (not all but GPU, SDD Firmware, BIOS, and some others)
    - Up to date Win 7
    - Tried uplug all component except SSD (OS), and the BSOD was still there but many minutes later as usual
    - Change RAM slot and playing with 1 ram only
    - no Overcloking performed
    - 100% fan speed and heat never go higher than 65° Celsius for GPU and 60 for CPU on stress mode
    - Safe Mode and no freeze on Steam (althrough I can test The Witcher 3 on Safe mode ^^)

Config on my description for major components !

I'm really need help on this one, and I hope I have created the thread like you want. (Say anything and I'll correct without questionning it :))

Stop 0x124 is usually a hardware related issue, but actually it may be caused by anything and everything in the computers environment. Unfortunately the crash dumps are not very effective for the 0x124 BSODs.

Please read this: Stop 0x124 - what it means and what to try

Read the article carefully. Proceed with the remaining tests. Let us know if any assistance or clarification is needed.

    Thanks for the reply,

In fact I forgot to close this topic, as I'm so close to the solution !

Two things here, as I said to my first post, got everything according to "standard tests".
1/ Problem know with my motherboard and network kill suite, removed all things except driver only, work smoother
2/ Another problem with Mortherboard / G.Skill Ram Issue, wich I need to setup manually cas latencies/ memory mangement type, etc. in my bios.

90% of BSOD is gone by now, got 1 yesterday as I streamed with steam and play The Witcher 3. So I'm closing in
