Right, I've got to be honest I've never heard of Cooltek and we normally advise top quality power supplies, it's the one component that often gets overlooked. I'm not going to rule it out at the moment but we'll try another couple of things first.
Can you uninstall the card via Device Manager then power down and remove the power cable from the PC. Physically remove the power connectors from the GPU and then remove the GPU from the motherboard. Replace the GPU ensuring it's fully seated and then reconnect the power cables, again ensuring they're fully seated. Boot up and install the latest driver for your card following NVIDIA Drivers - Avoid Problems
Test the system for stability.
