Stop code 7B / New PC - Old HDD

So, a friend of mine just started building his new PC. I've been helping him every so often over the past 2 days with issues he has come across, as this is his first time. After about an hour of troubleshooting, I'm out of ideas as to what the issue/solution could be.

    Steps taken so far:
    - Everything is plugged in and connected correctly.
    - HDD confirmed to work in 2 other PCs.
    - Alternative SATA ports tested - same result
    - Boot order is correctly booting from HDD
    - Safe mode/Last known configuration result in same stop code.
    - Start up repair makes the screen briefly go black, and then reloads the menu.
    - No known viruses on HDD.
    - BIOS was updated, and reverted, both resulting in the same stop code.
    - CMOS cleared.

    Partlist:
    AMD FX 6300
    Asus m5A97 R2.0
    Ripjaws X 8GB DDR3 1600
WD Caviar Black 1TB - (old HDD)
    R9 270x reference (I know)
    Corsair CX 600W

As a side note, he has a USB drive and a fresh SSD, but no windows installation/repair disk.

I did read that before posting, however, running a program on a computer that won't boot, is a bit difficult.
