BS on start up. Cannot start computer without Safe Mode on.

    Problem signature:
    Problem Event Name: BlueScreen
    OS Version: 6.1.7601.2.1.0.768.3
    Locale ID: 1033

    Additional information about the problem:
    BCCode: 116
    BCP1: FFFFFA8006F7A4E0
    BCP2: FFFFF88003D72410
    BCP3: 0000000000000000
    BCP4: 0000000000000002
    OS Version: 6_1_7601
    Service Pack: 1_0
    Product: 768_1

Files that help describe the problem:
    C:\Windows\Minidump\040216-21356-01.dmp
    C:\Users\Brandon.Brandon-PC\AppData\Local\Temp\WER-42385-0.sysdata.xml

The computer will give me the BS then give me the choice to load in Safe Mode or not. If I let it turn on normally the computer restarts to blue screen again after reaching the windows screen prior to the log in screen.

If anyone can help me resolve this, it'll be much appreciated.

Hello Brandon and welcome to 7forums! :)

Looked at the most recent dump files and all point to the 0x116 BSOD known as VIDEO_TDR_ ERROR bug check has a value of 0x00000116. This indicates that an attempt to reset the display driver and recover from a timeout failed

I also noted that your graphics card drivers were a tad old:
    Code:
    12/19/2012 2:38:55 PM C:\Windows\system32\DRIVERS\atikmdag.sys
But I couldn't pin point the exact model of your GPU so please use the AMD autodetect utility to update the drivers:
    AMD Driver Autodetect

    Cheers, Boris :)

    What did it say?

FYI, I'm off to bed so it might take a while before anyone responds.

Alright well I would boot into safe mode and uninstall the graphics card drivers and then try to boot into normal W7 and run the tool again!

Where would I go to uninstall a graphics card? It is my first time trying to do that.

Oh I see well normally we would recommend someone to download a program called DDU(display driver uninstaller) but since you can't boot into W7, I'm not sure how it would work, of course you could try to boot into Safe Mode with Networking and download it from here and let it run:
Display Driver Uninstaller Download version 15.7.5.4

Yeah that is how I am currently communicating here is through the Safe Mode with Networking. After the download I received a message stating:
    PBUpdater has stopped working.
