You can't with Windows 7 Professional.
To switch language in Windows 7 Professional you'll need to reinstall. The upside to this story is you can simply reuse your current Windows Product Key. It is language independent.
Although you don't care for the Windows 7 Enterprise/Ultimate language pack features, you might be able to achieve an English OS without reinstalling. To go from Windows 7 Professional to Windows 7 Enterprise/Ultimate you can use Windows Anytime Upgrade. This will change the edition of Windows 7 with only a single reboot (and will keep programs, settings and data). In Windows 7 Enterprise/Ultimate you can select to download and install the English language pack. You won't be able to go back to Windows 7 Professional afterwards and may need to buy a Windows 7 Enterprise/Ultimate license to get a Windows 7 Enterprise/Ultimate Product Key.
