BSOD at startup with 0x0000000F4

I experienced this same problem earlier, I've created these threads:

BSOD on a newly installed Windows 7.

Unable to get into Windows 7 with BSOD 0x0000000F4.

For some time it went away, now it has returned, I didn't even do anything.

I was downloading a torrent from Fedora Linux installed on a different 1TB HDD, I was downloading it to the second 1TB HDD with Windows 7 but not to the system drive of Windows 7. There was a power outage and I turned on and tried to get into Windows 7 and started experiencing this.
