BSOD STOP: c000007b {Bad Image} winsrv

Windows 7 Ultimate 64-bit (via an upgrade of a HP OEM Home Premium) won't boot. The current BSOD error message I get is:

STOP: c000007b {Bad Image} winsrv is either not designed to run on windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support

I've tried several approaches to fix this Windows 7 booting failure issue via:
DOS commands (chkdsk, sfc, and bootrec with various switches)
startup repair
system restore
repair (upgrade) install
copying and pasting winsrv.dll from a Windows 7 shadow

I've encountered issues with every approach I've tried. Nothing has worked. I really don't want to do a complete reinstall of Windows 7 or switch to Windows 10. I've been trying to fix this boot issue for over a week now.

I couldn't get DM Log Collector to run properly (got messages about missing dlls). I can access either a DOS command prompt or boot to WINPE though.

Anyone have any ideas of how to get rid of this BSOD stop code (or getting the other listed approaches to work)? I think my restore points are now gone and I stupidly didn't make a backup image. My important data is still safe - I just can't get Windows 7 to boot or otherwise run.

Another BSOD error message (also while Windows 7 was booting up) was shown when I first encountered Windows 7 boot failure - but perhaps I fixed that error message. I can provide that BSOD error message if it would be helpful - though the above error message is the current headache.
