I tried putting in the old cpu and it didn't work at all didn't boot up. I then had an idea and pressed f8 when windows would try to load it loaded up a screen to start in safe mode. There was an option to use low resolution and I selected that. It then booted into windows. Everything worked and found out my graphics driver was in the process of updating in the background when I started to upgrade my cpu. So, the issue was a bad currupted video driver. I had to reinstall the driver when I got into windows with low resolution.

Now everything works perfectly.
