BootMGR is missing problem

Ive tried installing Windows 7 from a bootable DVD, unfortunately, there were some files missing or corrupted during installation
then I gave up and had in mind of installing windows XP again, but I found out that even though the XP install is bootable, it wont start because of the BootMgr issue.. ( I've tried selecting the cd/dvd rom at the boot menu at start and it wouldnt work )
I've been seraching for a solution to resolve this problem, I've done a startup repair, but it says that it could not fix the problem, it also asks if I have some external device connected which I don't
on the above tab of the system repair it says something like Windows could not fix the problem etc.
and below it asks me if I have some external device connected , and then asks me to remove it for startup repair to work
I've tried installing windows XP from a bootable CD but it won't start, I just dont see a reason to use windows 7 anymore..
what should I do?
