    I honestly think that you might have a graphics issue i had this exact issue on a 2nd computer before i gave it away in 2018 or so. i had to give it a new graphics card.

    Update...
    Conclusion reached. My suspicion of failing cooler was correct after all.

    A few days ago I had been using it, shut down for an hour or so, started back up and no POST. Reported no CPU fan. I checked the actual fan, and it was spinning. Yet I went into BIOS config and indeed reported no CPU fan present, and watched my temp increase a few degrees every few seconds. Yikes!
    So I checked everything again and again, tried booting a few times with the same CPU fan error. Yesterday I changed the liquid cooler out for the stock air cooler (the one that came with the CPU) and everything is fine. Naturally it runs a bit hotter than it did before, but under moderate usage stays at 105~110F.
