How long have you had Windows 7 installed and was it a "clean" install or an upgrade?

Without doing any debugging at all, I can only recommend certain things. My generic answer: try a Repair Install.

Let us know if the Repair Install works. It should replace all system files during reinstall phase.

Would be nice if repair install is sufficient as in the past I've always clean reinstalled after sfc reports irreparable sysfiles, usually after uninstalling Norton and Office trial bloatware here.
