To do system restore from a Windows DVD...

    1. Insert the disc.
    2. Restart your computer using the computer's power button.
    3. If prompted, press any key to start Windows from the installation disc.
    4. If your computer isn't configured to start from a CD or DVD, check the information that came with your computer. You may need to change your computer's BIOS settings. For more information, see BIOS: frequently asked questions.
    5. Choose your language settings, and then click Next.
    6. If you are using the Windows installation disc, click Repair your computer.
    7. Select the Windows installation you want to repair, and then click Next.
    8. On the System Recovery Options menu, click a tool to open it.

I found this info here... What are the system recovery options in Windows 7?

If you have a recovery disc, boot from it, and run a command prompt from there, and try the command there.

yeah, because it will work without needing explorer.exe.
And btw, are you using the normal Windows explorer right now?
I kept my old explorer.exe incase i needed it.
