What happens when you try to boot from the CD?
Try disconnecting the hard drive, and set the BIOS to boot from the CD first.

I dont have a windows 7 CD so i cannot repair or boot off the cd.
Also, maybe i didnt make this clear my computer has two hard drive bays. So both hard drives are in the computer at the same time. Hopefully that helps.

Also, not sure if this changes anything but i had recently had a problem that required me to delete the recovery partition on the windows 7 hard drive.
yet another update, before this started happening i deleted some files in c:
the files were:
g50.bin
KQ21.txt
Recovery.dat
setup.log
bootsect.bak
and maybe some others.
I dont know how to get those back or if they are even causing the problem but maybe that helps.
Alright i followed instructions, repair disk didnt work. The start up repair told me that there was a usb device attached that was making it not work but there werent any. So i did a system restore...didnt help. thanks for the help but back to the drawing board i guess.
Try the process again with all unnecessary hardware removed or unplugged. Only your boot drive, etc.
Do you have a USB KB or mouse?
No i dont have any usb devices plugged in
