    Little bug!

    1. Set your desktop background to any solid color.
    2. Reboot your computer u will observe a 20+ sec delay on welcome screen.

How do u explain this ?

    3. Set a picture background u will see the welcome screen delay from log in is gone.

    OK here is the fix:

    Microsoft Fix:
    x86 and x64

    Registry Fix:
    Download zip

Use only one not both and i also mention i recommend microsoft fixes! Enjoy

If you are selecting the picture from the windows offers, you will find them all in Windows - Web - Wallpaper.

Select the one you want and copy it and paste it into a temp folder. Rename it TranscodeWallpaper.jpg

Now go to Users - username - Appdata - roaming - Microsoft - Windows - Themes

Rename the file there as TrascodeWallpaper1 (or similar) .jpg. Copy you new chosen wallpaper to the folder. Log off and on and you should find the delay has gone.
Windows is now seeing it as it's default path.

Thank you hellcry! I had my background set to a solid color and I couldn't figure out why the Welcome screen sat there for so long. I have an SSD and my time to get to the desktop was ridiculous. After setting the desktop background to a default wallpaper image, I see the Welcome screen for maybe 1/2 second.

Windows' Event viewer still reports my boot times as about the same, but I'm at the desktop and able to use the computer much quicker than before.

So can I take a screenshot of a solid color, save it as a jpg, and then set it as my wallpaper? I may give that a try. I'll try placing it in the location davehc recommended.

Edit: It worked. I set my desktop to my previous solid color. I then used the Snipping Tool and selected a big square of the desktop. I saved it to the folder given in davehc's post. I then had to change back to the default Windows Aero theme so that it placed an image in the folder. I then deleted the TranscodedWallpaper.jpg renamed my new solid color to TranscodedWallpaper.jpg. After a reboot, I was at the desktop much quicker with my solid color.
