Windows 7: Windows 7 not booting up!

Waiiiit.... Hold the phone. This is what I did. I took out the battery off the laptop and plugged in my charger and it works fine.....

I'm nervous to put the battery back on, because I don't know if it's gonna happen again.

Sometimes, taking out the battery resets some things that cause issues.

Use Hard Reset to Resolve Hardware and Software Issues Compaq Presario CQ61-235ET Notebook PC - HP technical support (Latvia - English)

I dont know which Presario CQ61 you have there are a few listed online.
You should probably consult the manual if you received one with the computer, but if you dont have information, this process linked above should be a general thing for the Presario's

Note: If you are worried about this causing more problems (as I can't assure you it won't) Take the computer to a shop (or since its new, HP support or place of purchase), it will be worth the cost to have them perform this as you will not be responsible for it.
