Safe mode does the same thing. Is there a way to turn it off?

Turn it off? the repair? you are in a situation where you have exhausted almost all your options you need to boot from something DVD, usb, so that you can fis the problem

If it is a desktop , try removing all un nec hardware. leave only the keyboard, mouse, monitor. take out all the ram but one stick.

    try it again

Retried that, pulled everything but one memory stick. How would I boot from the ROM?

I pulled the HD and put it into an external case. I've attached the boot error files. Any help is greatly appreciated.

If there's a bad problem with the slots on the mobo - then you'll continue to have problems until you replace the mobo. Try running the system without any memory in the bad slot and see if that helps.
