I've found several identical problems on the G. Skill site, answer for most is RMA the RAM.
Let's try a couple of things first.
You have been installing the RAM in slots 1 & 3, or called A2 and B2, these are the blue slots, if this is correct try both 2GB RAM sticks in slots 2 & 4, or A1 and B1, the white slots.
See if it will boot and if there are any errors.

Page 44 of your MOBO manual shows you where to check the DRAM voltage. Tell us what the voltage is.
It's under the "OC Tweaker Screen" scroll down it should be at the bottom.
Page 51 of your MOBO manual shows you where to find the AHCI/IDE setting, look what it says and report back, DO NOT change the setting as it will BSoD and will not boot. There is a way to change it, but we'll get into that later if needed.
