ok after a startup repair the safe mode works again ... =D
but im not even getting a crashdump when i try to do a clean boot, it just comes back to the flickering screen.

clean boot is not working ... every time i try it, it goes to the flickering screen, no crash dump ..! =(
edit: should i just do a clean install and get it over with..? *frustrated!*

Try this
Go to start
type msconfig
Go to msconfig
In msconfig go to startup tab.
You will see about 10 items that are checked to load at start up. Untick one, then see if it boots properly, if not, put the tick back and untick another and so on
Write down the ones that you untick. Hopefully we will get to one that you untick and the computer will start properly. That is the one causing the problem.
Be careful, if you dont know what one item is, ask me before you untick. We dont want new problems. Untick only if you know what you are stopping.
richc46, although i much appreciate the time and effort u have put into helping me solve this problem, im afraid im simply not as patient as you are. I'd much rather get the reinstallation of win 7 and my grub 2 bootloader over and done with. I have too much work pending on my laptop.

Same problem here!
Windows startup splash page hangs and flashes then hangs, requiring hard reset.
These did not work:
System restore
Startup repair
dell dagnostics
dell restore partition
check disk
defrag
roll back Windows updates (cannot be done in safe mode)
repair Windows with install disk (cannot be done in safe mode)
Tried checking and unchecking all the startup items in msconfig - same problem!
Please help this is infuriating!!!
