For patriotic reasons I happen to like your main colors blue & white, and I like your pimped Windows logo. Without that lady on the right you'd had 8.5 out of ten, but that non-context-related face takes a full point away, so it's 7.5 / 10.

I like the white smoke in the backround, your username in the right hand corner, and the slogan.
The only thing that broought it downl a little is the festive green leafs. they dont realy match the color scheem.
I dont realy like what happened to the windows logo though.
