I'm curious how one receives the Developer badge? I've been a software developer since 1986, does that count?

Post one of your app (not made for your company) in the Software section . I hope you must get the developer badge .

As you have ample experience as a software developer, I have a request to you . I am looking for a software that can change the system icons, and it is to be free of cost . As I planned the functions ... it should open imageres.dll , any icon would be capable to be changed with one or two clicks (may be a browse button there to select the custon icons), and when saved, it will make a backup of original imageres, replace with the modded, restart explorer to take the effect .

Is it possible ? If so, it would really be a great app.

Irregardless of the badges, just being a member of the forum is worth more then any badge or merit. This place really holds so many wonderful and sharing people with knowledge and friendship to share! It is that simple.
