Thats a gas.
Also a solid. The gas is released through a process known as sublimation.

The gauges are an indication of the amount of dry ice (and resultant pressure from its evaporation) left in the cylinder. Possibly a separate chamber for each hose containing a chunk of dry ice hence a gauge for each hose and, also, allowing selective cooling to be achieved depending on the pressure indicated by each gauge and commensurate hose placement."

No solid, liquid or gas leaves only...Plasma!! I'm going to guess it is...a work of art.

Agreed. But that's unlikely given the aged look of the machine. If no known physical state of matter passes through those tubes they must be ornamental or merely to attach it to something else.

You mix chemicals in it and it dispenses heat to thwart off frost in vineyards or other orchards

Is it an Irish version of the iron maiden? One we can use to torture Jfar if he doesn't tell us the answer to this riddle soon?

Ok it dispenses something that is NOT one of the elements (Solid, gas, or liquid) it must dispense emotions. At the moment it is dispensing confusion and possible anger.

Hah. Good one Casey
But, along similar lines, could it be one of Wilhelm Reich's Orgone Accumulators
