    I'm guessing that something fits on top which you aren't showing, and whatever it is gets acted upon when you turn the crank.

    a old cast iron hand crank sharpener.it could be used to sharpen anything l guess ,knives,scissors,plane blades etc.it stands 10 '' high including the clamp,and about 2 '' wide.has a fine grind round stone.says Pat,Dec 14 ,1880.the year is hard to tell,but looks like 1888.you can adjust the height of the rest with a screw
