I have found that it depends on the freshness of the water and the availability of that fresh water.
I have a bowl of water on the porch, and in the basement, (also a kitty litter box). But, there are times when Candy Pester will enjoy an interlude at the loo.
Here are two of her favorite positions indulging in our smaller bath that is under construction.
If one thinks about it, the bowls on the porch and down in the basement are only refreshed once a day, but the loo, well, several times a day and if we leave the lid up she will grab the opportunity to take a drink. If you notice, and you allow your feline to go outside and watch her, she will drink from any available puddle.
NoteThe only health concerns would be if you use any type of chemical freshener in the loo; something you would hang or place in the tank or along the bowl rim. Any condition of the loo other than that should be okay.
I have seen domesticated pets, and wild animals eat various items that they have expelled from their bodies with no apparent ill affects. I also have seen Candy trotting up through the yard with a mole in her mouth and when she dropped it in front of me as a present it started to run away when she pounced again and made sure the mole was properly dispatched and then devoured it.

By the way, if you're wondering 'bout her last name. I came home from work one early morning years ago and left her out of the house, she likes to pal around with me and we ended up down in my shed. Well, she just wouldn't stop pestering me, she had to be up on the workbench, then wanted down, then up. After the umpteenth time I finally named her Pester, and after a few weeks she will come to Candy or Pester, but cringe when I call her Candy Pester because she knows she's in trouble.
Double by the way, I noticed the rivalry between Joan and Julian about lid etiquette.
I grew up when it was proper to make sure that at least the seat was down, or else I received a severe reprimand from my Mum, but I also believe that in this day and age, that the woman of the house should take some responsibility and when she's done lift the lid back up.
