Yes, as in it is part of a pulley assembly. So you're half way there. What's it a pulley assembly for? Check some of the previous clue's.

Can't really say I know what that is, although from looking at the four wheel's, I don't think that's it.
That's a flywheel, the steam engine turns that wheel with the piston you see on the right at the top, that flywheel then turns the wheels via the gear system attached to the centre of the flywheel.

OK, we have a winner. I was thinking of the more traditional Steam Engine that ran on tracks, but you've got it. My error.
