It does make a noise but that is not it's purpose. It is definitely not musical. It is not a canal lock. These can be powered in many different ways, waterwheel is one of them!

That is a Cornish Stamp. These were developed in Cornwall c1850 for use in tin mining. They were used to crush small lumps of ore into sand-like material. They could be powered in a number of different ways, including a waterwheel.
