Is it a clinometer/inclinometer? These are also known as a tilt meter, tilt indicator, slope alert, slope gauge, gradient meter, gradiometer, level gauge, level meter, declinometer, and pitch & roll indicator. The adjustable red pointers would indicate the safe limits.
