I thought you meant through posts demanding for rep (as others put it)...

The original intent was a visual indicator of the amount of trust that you could place on the advice you were receiving from an individual, and is still used for that purpose....

To me, having more reps/pips doesn't necessary mean more knowledge. One can tell how knowledable a person is by reading their replies. There is no need to go asking for reps..

To much asking for rep, helping the people solve their issues ought to be rep enough, if they tip the scales that's a bonus. Just my 2 cents

Yes, its only admins (maybe moderators ?) who can give negative rep.
