No, you don't. Funny enough your profile page does not show how many rep you have, but the green blip under your avatar tells your rep is something between 1 and 100. When you get 100+ rep, you get the second green blip. And Skilled badge.

That's because you have 60 rep. When you get to 101 rep, you will get another green bar.

You need 100 rep to get Skilled. In your Control Panel, at the bottom, you will see how many rep points you have.

Yes.

This is what others will see when they check the bottom of your profile page:

Reputation and Badges-rep_points.png

A green blip means rep received, a red one negative rep (not very common, only staff can give it) and a grey one that you got rep but the member who gave it to you still has no rep power, so you received no points from that member.
