Vince, the way I interpret their strategy, they will get away from the traditional new Windows version every 3 years. This blue stuff looks like incremental improvements which they will farm out every 6 months or so (a bit like Android) but MS will, of course, charge for it.
From a financial point of view that is a smart strategy because it gives them a much steadier cash flow than with the releases. It also would allow for different incremental improvements depending on the base (desktop, tablet, phone, etc.)
