    Software And Hardware configuration

An idea has been bouncing around my head, about donating a computer built from old components in my closet, for the sole purpose of providing movies to other tenants in my apartment building, placing it in a public lobby area...if I can get the apt. management to agree.

However, knowing that the majority of the people that might use this, are not computer savy, and some are not too bright, I would want it to be as fail-safe as possible. This makes me wonder if it is possible to configure Windows (XP, XP MCE or W7) to be totally locked for any purpose other than running two programs...VLC and Movie Collector, on a guest account requiring no login?

On the hardware side of the question, there are a couple of components that I would still need to acquire...a case and monitor. That raises the issue of how to build this in a fashion that someone couldn't just walk off with it?

I've been wracking my brain, trying to figure solutions, but haven't come up with very much. Can this be done in a reasonably inexpensive and workable fashion?

Am I reading this ad right...

Western Digital - WD TV Live Hub Media Center with 1TB Hard Drive - WDBABZ0010BBK-NESN

It sounds as though it would plug in directly to a TV, with no computer involved, and permit playing video files stored on it's hard drive...yes/no?
