Okay, despite the heckling, I got the answer I was looking for. However, I appreciate those that took the time to get real information, rather than those just spouting off.
With all due respect, Seekermeister, the real information in this case was / is that it was an April Fools prank. That information was given on post #2.

Once I seen mention of Plutonium Cartridges I took it as a April Fools joke.
This is the classic April Fools joke/hoax from the BBC (the Ally Pally Archive) and the distinquished Richard Dimblebly no less.
