For 2014, 1354 entrants got at least one vote. 10% would be 135th place. However, there were semi-finalists as far down as 370th place. Those running the contest, work thru each entrant to see if they are a good fit for the vehicle being given away. Those entrants for whom the vehicles would not work are not considered for the semi-finals. For instance, one of the 2015 vehicles is a small electric van that only hold one person. That vehicle would not work for an entrant where another person must drive.
For 2015, there are currently about 760 entrants (with more people entering each day). Of those, only about 680 of them have at least one vote. 10% of "vote earners" would be about 68th place. Amber is hovering around 20th place. Most entrants above 68th place will make it to the semi-finals.
