    Update

    I'm now pretty confident there will be no downtime while I make the move the only downside is that attachments will not be available for anybody viewing the old server while their DNS is updating.

    I have tested the DNS updating with another domain name this morning and it took around 15 minutes for my ISP to update the IP from DNS.

    If I remember it's a case of permissions on the actual file as the hosts is one of those "special" files owned by System or Trusted installer for security
