Absolutely, it will draw air from the null of the lower portion of the case. The feet of most cases provide a very small space to draw air and also can pull more dust as well........imho !
If your case is on a desk then this air flow and dust advantage is reduced some, but I say the more air flow you can get front to back in a case the better and it's also a little bit quieter !
Boris the sealed water rigs are very safe these days, I've installed and have run over seven systems plus all the other system builds, all are working perfectly. The biggest advantage IMHO is noise and a larger heat headroom with the water and radiator surface area. When taxing a rig with extra volts or long periods of intensive computing and higher ambient they can and do make a difference. In low ambient then the CPU just runs that much cooler.
You raise your desktop PC off the ground. Even an inch (2-3cm) is all. The PSU inlet is normally under the PC and the outlet obviously to the rear. If you have the PSU sucking air from the inside of your PC you will be sucking warmer air but it probably doesn't matter that much provided you have sufficient fans for case ventilation.
Just a little note.
No matter where one decides what fans are intakes, all intakes should be filtered.
In my opinion if one can arrange their power supply to draw filtered air from the outside and exhaust to the out side to take most of the heat produced by the power supply out of the picture.
Well that's the thing that I first heard that water cooling would be more effective/efficient but like normal temps inside the case are flowing around 30 degrees Celsius and from what I've heard & seen water wouldn't take it any lower. Or maybe it would under heavy load.
I wish I could find some cool way to use outside temperatures to my advantage.
I forgot i had this thread, but some updates on my PC would be that i bought a CPU cooler and 2 case fans!(one taking in air and one blowing out)
