The only interesting part is it was between the Woman and the map :)

Not really a trick. The map the woman is standing in front of is actually a green screen that is replaced by a computer image before the camera image is broadcast. While the image was being displayed and broadcast, MS picked that time to activate the popup.

Because the popup was on the green screen image. If you were in the studio, you would not see the weather map behind the woman. All you would see is a green wall. A computer replaces the green the camera sees with another image, in this case, the weather map which is a computer generated image. That makes the woman appear to be in front of the weather map. The pop up occurred on the computer image itself so it appears behind the woman on the broadcasted signal. Since all the woman sees is that green screen, she has to look at a monitor that's just off screen to see where she is supposed to point on the "map".
