Local PC repair shop doesn't repair

The last time I had a bad virus (CycbotB), I took it to the local computer shop where I bought it. I thought they could just get rid of the virus, but all they did was wipe the disk and re-install the OS. Geez, I could have done that if I had the Windows 7 disk (did not come with any disks). Also, they never called to say they were doing that or ask if I wanted them to back up anything. If I hadn't already transferred my important stuff to an external HD, I'd've lost all docs photos and other things.
    Is this a common practice?

Yes it common. Shops will backup what you want saved and do a clean install.
They don't have time to rut through all it takes to chase down infections. Plus they might miss one or two.
