........it means Dear Boy, that one would not voluntarily or willingly, go outside in blizzard conditions and thigh high snows, to perform bodily functions relative to the disposal of waste matter.........in this case - liquid.

Frostbite to the instrument used in the performance of this task is extremely painful, it turns an attractive hue of blue, and as is usual in frostbite cases, severe trauma is aggravated by the fact that the appendage so affected, eventually drops off.

This can be quite a costly error, as it eventually results in the necessity to invest in an entirely new wardrobe........and makeup!!

Blue Peter is an English Kids show and they have Blue Peter Badges for something or other, I can't remember now, oh and yes I did live in England for 10 years.
